Skill levels are used to show whether each user has a need for each individual skill and, if they do, what level of competance thay have in that skill
For example, the following skill levels can be assigned to each user for each skill;
Level 0 – not required for job role
Level 1 – more training required
Level 2 – works effectively with supervision
Level 3 – works effectively without supervision
Level 4 – can train others
